Manuel Belgrano assembled the troops under his command and introduced them to Rosario’s inhabitants on 7 February 1812.
During those days, the aforementioned square known as Plaza Mayor was nothing but a wasteland located in front of a chapel and the first cemetery of Rosario, where today's Cathedral building and the Pasaje Juramento (a promenade) are located. Around it were a handful of houses, built in adobe and straw, where about eighty families lived, being the only Pago de los Arroyos inhabitants. Despite its modest dwellings, poorly laid out streets and no pavements, it was mostly visited by travelers looking for water and food.
